J. Caleb Boggs III (“J.C.”) has more than two decades of experience in law, politics and public policy. He represents corporate, trade association and non-profit clients before Congress and the executive branch on matters impacting:
  • financial services 
  • information technology 
  • federal tax policy 
  • international trade and finance 
  • political and election law

Chambers USA recognizes Mr. Boggs as a leader in government relations law and calls him "one of the most proficient attorneys on the scene." An integral component of a successful public policy practice is personal relationships; and by virtue of his years of experience as a trusted advisor on Capitol Hill and in private practice, Mr. Boggs has developed extensive legislative and executive branch contacts.

Prior to joining Blank Rome, Mr. Boggs served as counsel to the U.S. Senate Banking Committee and the Senate Governmental Affairs Committee, including the Permanent Subcommittee on Investigations. He began his professional career as law clerk to the Delaware Court of Chancery and as an attorney-advisor with an international law firm based in Sydney, Australia.

Mr. Boggs graduated from the University of Richmond and The Catholic University of America Columbus School of Law. He has studied overseas - in Spain, Germany and Hong Kong - and received a Certificate in International and Comparative Law while working at the Hong Kong Attorney General’s office. Mr. Boggs also earned his MBA in international business from Georgetown University and brings a hands-on, results-oriented perspective to his practice.

In January 2009, President George W. Bush appointed Mr. Boggs to a six-year term as U.S. representative to the International Centre for Settlement of Investment Disputes, an agency of the World Bank and leading international arbitration institution devoted to investor-State dispute settlement.


COMMUNITY SERVICE & AFFILIATIONS

Mr. Boggs is past President of the Republican National Lawyers Association and remains an active member of its Board of Governors. He serves on the National Finance Committee of the Republican Governors Associations, and regularly advises candidates for state and federal elective office.

Mr. Boggs has served on numerous not-for-profit boards over the years, including that of his alma mater, Kimball Union Academy, where he was Board Secretary and Chairman of the Committee on Trustees. In 2010, he established the Boggs Scholarship for Public Service at the University of Delaware, in honor of his grandfather and namesake, former Delaware Governor and United States Senator, J. Caleb Boggs.

Mr. Boggs is a competitive open water swimmer and enjoys racquet sports, skiing and sailing – in 1990 he crewed a 54’ ketch from Sydney, Australia to the Whitsunday Islands. His wife, Bhavana, is vice president and assistant general counsel of The Ritz-Carlton Hotel Company, LLC. They live in Washington, DC.
